DUNCAN, Richard Meloan, a Representative from Missouri;
born near Edgerton, Platte County, Mo., November 10, 1889;
attended the public schools;
was graduated from Christian Brothers College, St. Joseph, Mo., in 1909;
deputy circuit clerk of Buchanan County, Mo., 1911-1917;
studied law;
was admitted to the bar in 1916 and commenced practice in St. Joseph, Mo.;
city counselor of St. Joseph, 1926-1930;
delegate to 1932 Democratic Convention;
elected as a Democrat to the Seventy-third and to the four succeeding Congresses (March 4, 1933-January 3, 1943);
chairman of Democratic Caucus for the Seventy-seventh Congress;
unsuccessful candidate for reelection in 1942 to the Seventy-eighth Congress;
appointed judge of the United States District Court for the Eastern and Western Districts of Missouri on July 8, 1943, and served until June 30, 1965;
continued to serve actively under senior (retired) status;
resided in Kansas City, Mo., where he died August 1, 1974;
interment in Memorial Park Cemetery, St. Joseph, Mo.
