School, St. Louis, Mo., 1962; B.A., University of North Carolina, Chapel Hill,
N.C., 1965; Institute of Higher International Studies, Geneva, Switzerland,
1965-1966; J.D., George Washington University, Washington, D.C., 1972; United
States Marine Corps, corporal, 1967-1969; admitted to the Washington, D.C. bar,
1972; lawyer, private practice;& commissioner, Maryland Public Service
Commission, 1975-1978; elected as a Democrat to the Ninety-sixth and to the
three succeeding Congresses (January 3, 1979-January 3, 1987); was not a
candidate for reelection in 1986, but was an unsuccessful candidate for the
Democratic nomination for the United States Senate; private advocate; is a
resident of Kensington, Md.
